PASSTAB.DAT and PASSTAB0.DAT

The settings in the PASSTAB.DAT file are no longer relevant for new fits tables in HiCAD.

As the settings are still required for an updating of old fits tables, PASSTAB.DAT and PASSTAB0.DAT remain in the SYS directory.
