A tangential constraint enables you to ensure that a line, plane or another cylinder tangentially adjoins a cylinder.
Also bear in mind again here that a cylinder is regarded as unbounded. This means that a line, for example, does not necessarily have to lie between the two top surfaces of the cylinder in order to lie tangentially to the cylinder. Or if, for example, you assign the Tangent constraint to a circular arc, the part is transformed so that it lies tangentially to the projected full circle.
Procedure: Identify the two geometry elements in turn.
